Did you stick your finger into the inner driver boot to 'break loose' the seal? Careful, you'll get your hand greasy. Are both top and bottom ball joints free from their cradles?(the four bolts) If so, the inner driver should be free.
As far as the track rod(tie rod) is concerned, put the nut on and give that part of the track arm a sharp smack to break the taper fit. Don't hit the track rod itself. It might take more than one sharp whack with the hammer. Use lots of wrist action and be accurate(don't want to hit the threads of the track rod that's why you keep the nut on). The book calls the tie rod the 'track rod' and they also say to never hammer the connection. It always worked for me without the tool. I leave the rest up to you.
