Horn problem(long)

I usually consider myself mechanicaly able to work on my own cars but this horn problem has me stumped. The brass plunger that goes through the hub and contacts the ring under the steering wheel will not stay in contact with it. On most other cars that I hve worked on there is usually a spring or something that will push on the plunger to hold it down. What am I missing ? Is there another part that needs to be in there ? The plunger just slides up and down freely in the plastic cap that fits over the bottom of the steering wheel, could the plastic piece be worn out ? After all of the work that I've been able to do on my 900 you would think that this would be pretty simple, bur it's driving me nuts. Any help will be appreciated. On a better note I was able to get a set of louvers with all mounting hardware at Pick-n-Pull for 18.00 and the seatbelts for the conversion for 50.00, I had everything installed that same evening now that was a good day wrenching on the car.
