Block coolant drain plug leakage

I posted a message about my radiator drain plug being broken off earlier. As a temporary repair I glued it back in with JB Weld, it's held up so far. But, while refilling the coolant system, I found coolant leaking through the larger engine coolant drain hole, where I installed a block heater. I tried everything to seal the block heater, installing both the copper and plastic seal from the original plug, and giving the thread a good coating of loctite. I can't see any cracks in the housing, and the smaller drain plug hasn't even been touched. The coolant just seems to collect at the bottom of the block heater plug, and almost pour out. Any suggestions on how to seal this block heater?
BTW: I did try the original drain plug, and the leakage was just as bad.
