just kidding. Yes, that is normal. You receive warmed air from the side vents, floor, and defrosters. You will additionally recieve fresh outside air from the center vent when you select the segmented (not plain) arrow. It's a euro thing, handy to keep you awake on long drives in a warm cozy car ;o)
If you don't want it, just close the vent. If you get an appreciable amount of cool air even when you've selected the solid arrow, one of the control doors inside the dash/vent plumbing may be stuck.
