I've seen big Hellas and Cibies mounted above the bumper on C900s with no ill cooling affects. Typical mounting spot is just inboard from the headlights. Do you really want another set of fog lamps, though? Why not get a set of driving lights, which are in affect super-hibeams?
Two really good resources on the web for lights are Daniel Stern Lighting (lighting.mbz.org) and Susquehanna Motor Sports (http://www.susquehanna.com/susq/index.htm). Both sites have top brand lights for sale, lighting information, wiring diagrams and other useful stuff. Check them out.
You can't have too much light on the road, IMHO. Just make sure your lights are aimed properly and used in such a way as to not blind other drivers. Good luck.
