Timing would show up as hard to start and/or knock (too advanced), or low power (too retarded). What you describe is classic vacuum leak. There are other possiblities, but that's where to start. Check all you vacuum lines for leaks - are the ends cracked where they meet the nipple? Have any fallen off? Move hoses around as the car idles, and if the idle changes when you move a hose, inspect it closely.
If the problem persists after all the leaks have been found (don't stop when you find the first one), get back to this BB and we'll go from there.
