Performance will be comparable... with 8vT makes 5 less hp than your '92 but 50 more lb ft of torque. You'll lose some off the line for turbo lag, and gain some at the top, and gain LOTS in the mid-range.

Remember that you can throw the APC box from an '85 16vT in your APC-equipped 8vT to make more power, and you can transplant an intercooler from any 16vT into any 8v with minimal work (i.e. with basic hand tools). That combo should be good for 145-150hp alone (easily), which would make the 8v comparable in performance to a stock 16vT.

As for what you should do, that's gonna be your call. The H-block 8vT was a great engine, '83 was a solid year but '84 is better. Look at how much you have to spend and make a decision based on that. *Expect* to hold $500-$1000 in cash aside after the purchase for repairs, because any car that old is gonna need something, whether its brakes or a headgasket or whatever.

Every Saab is going to have its problems, it's just a matter of what you want to deal with, what you're equipped to deal with, and how much you have in the bank. Just keep in mind that an '83 will be a candidate for starter failure, transmission failure, and expensive brake jobs. But maybe not. My '80 5-door never has any problems (til I mess with it... :) despite the hell I put it through. And if like me you ever decide you really want a 16v, just put a 16v engine in your old body... it ain't tough at all.
