Glad to know I'm _not_ the only one who notices these things on a bulletin board, lol. Anyway, that flap is for the HVAC system, its the air intake. You should notice a vacuum motor attached to it, the motor closes the flap when you select recirculation, and opens it when you don't select it. Problem is, it's wide open anytime you shut the car off. To permantly close it would require removing the vacuum motor, and rigging it to stay shut, at the expense of never having fresh air come in thru the HVAC system. Water won't hurt the system, and the crud shouldn't get past the air conditioning part right there, but if you need the peace of mind, a better solution might be to attach a section of screen material to the underside of the hood.
