Problems modulating turbo boost. (long)

Here the problem. Example - Went to VT this weekend, lots of rolling hills. Starting to go up a hill in 4th gear, put foot in throttle to maintain speed, turbo starts to spool up(say 3/4 yellow), car starts to accelerate. Now I want to let off a little to save gas, the turbo, etc. As I start to let off to bring boost down to (1/4 yellow), I get a metalic chatter noise (sounds like a loud metallic rattlesnake) and hestitation (almost bucking/shuttering)from the car.
My Forge BPV makes a similiar noise when I let off it decelerate, but there is no hestitation because I am not reaccelerating.
My theory is that what I hear and feel when I try to modulate boost down to a lower level is caused by the fact that the BPV is not opening because there is no vaccuum yet to allow it to open and I am geting a shockwave against the turbo. It feels rather volient and the hesitation really bothers me.
Anyone have any ideas on this? I don't want to damage my new turbo.
