fishy emmisions fix

After restoring my 85 900s by upgrading it with a motor from an 84(8v) turbo, I was having problems passing emmisions (seattle area). I had a freshly shaved and machined head from the 900s, on the turbo motor, and told this to the "reputable" shop I took the car to in the Greenwood area of Seattle. I was told the valves were tight, and needed adjusting in order to pass, and was given a loaner car for the 3 hours while the work was being done. I was desparate and oked the $250 "valve job" (dumb move) because I was anxious to pass emissions. I was told my car also had "low vacume." The car passed emissions, but what I found when I looked under the hood at home was puzzling. The O2 sensor was unplugged, the vacume advance was disconnected with the nipple on the throttle plugged, and the clear-colored Mercedes Benz antifreeze was mysteriously replaced by phosphoric antifreeze which is greem in color. Draining the cooling system should not be a part of adjusting the valves. hmmm are you all thinking what I am?
