1800 RPM? Probably a bad Throttle Position Sensor.
The TPS is a black sensor on the opposite side of the throttle body as the throttle bellcrank. There's a plug on the top of the sensor.
Slowly open and close the throttle when the car's not running. There should be a click from the sensor just as the throttle closes. If not, the sensor needs to be adjusted.
Pull the plug off and measure the resistance between (IIRC) pins 1 and 2 when the throttle is fully closed. There should be continuity there if the sensor clicks as the throttle is closed. If not, the sensor is bad and needs to be replaced.
