I had similar problems, and I'm not totally sure what cured it, but I'll give you all of the candidates that come to mind right now.
1) Be sure you have a genuine Saab thermostat. These are three-stage, and worth the little extra $$ it costs from the dealer.
2) My heater hoses were crossed when I had a new heater core installed (out=in, in=out) Fixing this helped.
3) Be sure that the system is bled properly, with the engine up to temperature and heater control "on full" Use the bleeder valve just above the thermostat.
4) Be sure the thermostat and thermo-fan-switch are matched and the corret temperature... I use 89/92, I believe.
5) Yes, your heater might be corroded inside (see board for problems with coolant-mixing corrosion.) Not sure how to test for this, however.
6) Be sure that the engine is getting up to temperature... is it? If not, you might have your thermostat stuck open (happened to me!)
