The speedo and tach operate on separate and different systems.
The speedo is mechanical and is driven by the speedo cable that attaches to it's aft end. The cable spins a magnet that inductively couples with a disk that twists the needle. If it's not working right, it means that either something inside is sticking/bent/out of alignment, etc., or that the speedo cable isn't attached properly.
The tach is electrical and relies on a signal from the ignition system to tell it how fast the engine is turning. If it's not working right, it means that either the needle mechanism itself is damaged, the wiring to the tachometer is defective/loose/has high resistance connections/etc, or that the electronics that provides the signal are haywire.
Given that you removed the instrument cluster, I'd look for problems with how the speedo cable is connected or how the unit is assembled for the speedo problem, and problems with electrical connections for the tach. You didn't drop the unit when you had it out did you?
