Fans not running is often caused by the timer/fan relay failure...Saab eliminated the relay in 89 or so I understand. Could also be a failed open thermoswitch (easy to check..short the thermoswitch contacts and see if the fans run...if they do replace the thermoswitch!). Could also be a plugged radiator core...the area by the thermoswitch won't get hot enough to trip the switch (looow prob that this is the reason the thermoswitch/fan won't come on although a plugged radiator may be part of your problem).
Townsendimports.com has a procedure to eliminate the relay...allows the radiator thermoswitch to control the fans directly. They also recommend a much lower thermoswitch activation temp (change the switch) and even an 82C thermostat (which IMHO also gives you fits below 30F for heat in the car...try -20F in Montreal rush hour traffic and frosty windows!). That's not to say your engine thermostat isn't bad, but your post sounded like it was because the fans weren't running....
