Old mast will still come out with frozen collar in the top of the sleeve. Leave old collar in and re-use. If the nut is removed from the outside of the mast mount, turn the radio on, and the mast can be pulled out of the collar with a sharp jerk once it has reached the top.
If you insist on using new collar that comes with the replacement mast, it is possible to get the collar out no matter how rusted on it seems. The trick is to first remove the mast and then use a sharp awl to bend back the small lip on the collar a bit at a time. Once it's bent back a little, you can force a finishing nail between the collar and the sleeve to break free the collar and remove with needle nose pliers. The new collar will then slide right in, but they never seem as tight as the original, which is why most just leave them in the original!
