weird voltage fluctuation help needed

Car is '88 SPG with external voltage regulator (from SPG9). Idles fine, voltage at battery is +/- 13.8 volts. When load is put on the engine (i.e 1400-2000 rpm, going up hill or accelerating), battery light comes on, headlights dim, and subwoofer ceases functioning. Sometimes this happens also when braking.
Is this a bad ground? If so, where are the suspects? The alternator brushes are a little over a year old.
Help please....
