Most old Saab's are sold without working A/C systems, with the statement that the A/C needs to be recharged. Why...because it leaks!!
Run the engine until fully warmed up with hood closed and the recirc dash button pressed. Then try A/C, if no/go, supply 12 volts directly to the wire on the compressor to see if compressor runs smoothly. If so, reconnect the compressor and join the two wires that connect to low pressure switch on top of the receiver dryer. The receiver dryer is down next to the battery. If the A/C now runs, your system is low/out of freon, almost certainly due to a leak, so don't assume that a freon refill will fix the A/C. To track down the leak, the system must be charged with a dye added (for $50-$100). You probably will find leaking hoses and perhaps a leaky compressor seal, condensor and/or evaporator. New hoses and a freon refill will be +/-$200, a compressor is about $400, and the condensor and evaporator are about $150 each. You will also need a new receiver/dryer, which is about $30. Max for the works should be around $1000 at a reasonable independent shop. Adjust price accordingly.
