Foglights

My fog lights on my 94 convertible have been intermittent in working and not too long ago a new problem entered the picture - a guy backed into me causing the need for replacement of one of the headlights. The new headlight and the old headlight have different brightness so as to give the impression that one is on high and one is on low. I checked the wires and i can't find that it was changed so I have to assume that it is just the fact that the newness of one is so much brighter on the low beam....with that said....i haven't been able to get my fog lights working again.
My thinking is it is either electrical (duh, of course it is) but unrelated to the headlight dilemma. Or that I am right about one being high and the other being low. If this is the case, and knowing that the fogs shut off with the high beams, could this be the cause? Is there a way to override this switch that causes the fogs to shut off?
Anyone have a similar problem? ANy suggestions?
Thanks!
