Could be brushes, could be regulator (brushes are mounted in holder which is part of regulator), could be battery.
The vr can be pulled without pulling the alternator (thank God!); just disconnect the battery positive terminal and unscrew the two machine screws holding the regulator in and remove it.
You can either put in a new regulator (comes with new brushes) for anywhere from $35-90 Saab dealer list or just get a brush kit from Saab dealer or BMW or Volvo dealer (same brushes on all those
Bosch alternators from those years)...look at the regulator/brush holder and the brush kit and you should be able to figure it out...there may even be instructions on the kit. Takes about 30minutes the first time, less than ten after that.
Still...easier to replace the entire vr with a new one since you're having problems (I replace the brushes every 140K as long as I'm not having voltage problems...otherwise I'd just replace the vr).
