You probably have a short inside one of your fog lights or in the wiring to the fog lights. You may also have a defective fog light relay.
If you have a few extra fuses to spare you might try this.
First, try to determine if the short is in one of the fog lights, or the wiring before the fog lights or the relay. With the fog lights switched off, disconnect both fog lights at the connector near the fog light. Then switch the fog lights on.
If the fog light fuse blows, then the culprit lies somewhere between the fuse and the fog light connector. It could even be a bad fog light relay. If the fog light fuse does not blow then switch the fog lights off again.
Connect one fog light and switch the fog lights on. If the fog light fuse blows, then you know the problem is in the fog light you just connected. If not, repeat on the other side to try to isolate the problem.
If the problem can be traced to the fog light, then disconnect the fog light and remove. Take the fog light apart (as if to remove the bulb). The connector inside the fog light bucket can short out against the light bulb itself. If this is happening just wrap the connector with some electrical tape and re-assemble.
