It's not a short, such as a hot wire grounding to bare metal; if it were it would be blowing the fuse. You probably disconnected something while doing the dash work. If you don't have a manual, wiring diagram, or a voltmeter, you'll need to follow the wires from the fuse to the turn signal stalk switch and make sure all connectors are tight. Also check to make sure the wires themselves are firmly pushed into the connector. The wires are all color coded, so keep following the same color wire. Look carefully, as the colors may be different on the other side of a connector.
If the wiring to the switch checks out, then follow the wires to the turn indicators in the instrument panel. If these are unhooked, I believe the signals won't work. I don't have a manual in front of me right now, but someone with one can tell you if the indicator lights must be connected in order for the signals to work. If so, you'll need to check to see that the indicator bulbs are firmly in their sockets.
