Chad, The condensor is for radio noise. Replace it if it is broken. Before you do any further investigation of the APC system, make sure that teh car is in tip top shape. If the rotor was replaced, replace the cap if it looks old. If the plug wires are stiff or there is obvious arcing on the wires (specifically the coil wire). If in doubt, put your hand near the coil wire. If you can feel light electrical shock, replace the wires. If you look in the engine bay at night and see any arcing, replace the wires. Make sure that the NGK plugs are gapped correctly. If not the NGK 6 or 7 plugs, get a set. Inspect the coil tower for arcing, If it is, replace it. At this point, go to the link I provided and start diagnosos of the APC system. Electrical connections to ground (LF Fender) or at the solenoid should be clean and solid. Fuse should be good. It sounds like you are just getting base boost which indicates that the APC system is not functioning. This is detailed in the documents, but could be a bad connection, fuse, knock sensor, etc. Post to the BB when you learn more.
