The latches are mechanically OK, they both lift up and drop down together. The problem is that the the latch on the passenger side is about 1/2" too high to catch on the striker. There are guides on either side of the latch itself that look something like this and are supposed to slide under the striker on the car body:

Instead, they are aligned like this:

This is a pretty crude representation, but hopefully it gets the basic idea across. The latch itself cannot engage on the affected side because due to its coming in too high against the striker. I don't see any obvious way to adjust this, and can't find anything in the Bentley manual about it.
