When my tach has problems usually the whole side of the dash has problems (turn on left blinker, tach goes 0, 1000, 0, 1000, etc.). The problem there is the connection to the gauge cluster. Sounds to me like your problem is a bit different with the other 2 symptoms and you didn't mention the rest of the dash acting up. Check the connections at the OTHER end of the tach. Ground and sender? Check the grounds and connectors related to the other problems... Looking at the number of Saabs you have (or have had?) I'm going to wager a guess that you have a Bentley Manual.
