If jumpering the relay didn't cause pump to run, next step would be to check for voltage to relay. With relay removed and ignition on, you should have power at terminal 86. If so, the fuel injection main relay and wiring to relay is OK. Then, crank the starter -- you should have voltage between pins 86 and 85. If so, you have a signal from the LH control unit. Put in relay and crank starter. You should hear relay click, indicating it is closing.
Now, check for voltage at the pump. Remove the access cover in the floor of luggage compartment. With relay in place and engine off, ignition in START, you should have 11.5 volts at pump. If no voltage, problem is an open circuit. Check wire between pump and relay and check ground wire from pump to center of trunk. If you have voltage and pump doesn't run, it needs replacing.
Depending on model year you have roller type or rotor type pump. The roller type has a supply pump; the rotor type doesn't. You can test the supply pump to see if fuel comes out of the relief valve, but you'll have to run the fuel pump. If it won't run, I don't think you can test the supply pump.
If you don't want to spend the $$ on a new pump, find one at a junkyard from a model with not too many miles on it. Test the pump (connect a battery to it) to be sure it runs. You'll have to remove and install the pump yourself, but hey, that's part of saving money!
Good luck.
