Without the special tool, you can probably still get it off. First unplug the fuel lines and wires. Try whacking the base of the collar ears with a large screwdriver and hammer to crack the collar loose. You might also try to lever the collar around with the handles of a channel lock pliers and hold the middle with a vice grip(sort of like a giant snap ring tool). I got mine loose this way and only cracked off one ear.
Others have made makeshift collar tools that grab the ears on both sides out of wood.
