I do two things to keep my ebrakes working. At every brake pad change (or any other time I have the wheels off), I squirt some penetrating oil on the ebrake lever shaft and spring. The shaft coming out of the caliper gets rusty over time and sticks. I think the penetrant keeps the moisture out and keeps it freed up. Just don't spray it on the rotor! I also remove the ebrake cable from the hub and raise it up to try to get the penetrant into the cable housing. This also displaces water and keeps the end of the cable from rusting up. This is even more important if your rubber boot is torn. Have you already tried penetrant? I don't know much about kits but aren't rebuilt calipers pretty cheap anyway?
