Sparking on Grnd wire at alt bracket...melted prev

I had the misfortune of having alt problems on the Ohio turnpike. NEway, when I removed the old alt I noticed that the clip thing at the end of the grnd wire that goes to the alt bracket had melted off along with some of the wire. I've since replaced the alt w/ a rebuilt one and the alt grnd wire was shortened after I trimmed some of the melted part off and attached a new clip thing. So I attached the grnd wire to the left hex bolt on the alt bracket since it was too short to attach to the bracket bolt that holds the AC and alt in place. I was thinking the previous one might have come loose and was making contact with the hot engine but last night I popped the hood while the car was still running and I noticed sparking where the grnd wire is connected to the alt bracket. There might have been some oil or something on it but would that alone be what is causing the sparking. What would happen if this melts off again? What exactly is the purpose of this wire?

Please share your wisdom fellas.
