I would bet that it's the switch, you should give that a shot first since (I think) it's the easier of the two to r&r anyway. Use a star-head screwdriver set to take the switch out from under the steering column, then spray some electrical contact cleaner or even brake cleaner inside the little opening in it, to clean the contacts. I just did this procedure with some brake cleaner Monday night to fix the same problem you're having and it worked like a charm.
If it does end up being the pump, the pump is replaceable as a separate unit from the tank.
