Need Help: '90 900 spg running too cold

My '90 900 seems to be running too cold. The temp gauge barely moves from the dead cold mark and heater blows cool when I'm running down the road. At stand still in traffic it heats up. The coolant level seems OK, both fans kick on at appropriate time when it heats up in traffic, and it didn’t do this last winter. Could this be a stuck open thermostat ? Could it be something more simple ? I didn't want to go out and spend the money and aggravation if this may be something else.
