Hope this helps - I typed this steight from the 81-88 8 valve service manual - I have the 85-93 16v and it is about the same so you should be in goood shape.
If not your problem is not in the switch - like my dads.
Checking Cruse Control Switch
Remove the lower steering colum trim and disconnect the switch's 4 pin harness connector. Cut any wire ties if nessary. Useing an ohmmeter, make the continutity checks listed in table a. If any falts ar found, teh switch is faulty and should be replaced as discribed in page 364

Switch position - 84-87* - 87 and later**
Off - no OHMS - pin 2&3
on - pin 1&2 - pin 1&2
resume - pin 1&2, and 2&4 - pin 1&2, and 2&4
set speed on - pin 2&3 - Pin 2&4 ( continuity between 2 and 3 is removed when button is depressed)

Note: The original design cruse control switch is no longer avalable. The superceded switch kit requires replacing the harness connector to match the connector on the new switch, removing and discardint the cruse control relay adn splicing the green wire of the relay connector (terminal 86) into teh red/white wire in teh relay connector (terminal 30)

If everything checks out it looks like the switch is fine and it is in your wireing or in a vacume or someithing.
