Yes, you can set the timing by looking for a stable idle. NO, it won't be the right setting, except by pure accident.
Use a timing light. Period. Timing is a tradeoff between performance (in general, more advanced) and ease of starting and idle (in general, more retarded). You can get a decent idle over probably a range of 5 or 6 degrees, probably more. But timing should be set to within a degree or so. Otherwise you're giving up performance.
If your mechanic can't spend the time to check the timing with a timing light, why would you assume that he doesn't cut corners somewhere else? Torque wrenches are for sissies - I know the difference between 30 and 35 foot-pounds by feel! If he's willing to give up some of your car's performance because he can't be bothered to do it right, what else is he skipping?
