1. disconnect the battery
2. disconnect the harnesses at the base of the steering wheel(where dash begins) - there are 2 of them 1 for the SRS and 1 for the horn.
3. remove the airbag and steering wheel and replace the collar and put it back together in the correct order.
Now: since the collar has broken the air bag hasn't been functioning. Now let me guess the SRS light hasn't been on either? That's because cheap asses remove the light when the system breaks and drive without it. So when it is all back together you need to check the light and most likely get a new bulb. Now you need to take it to a dealer(or a good shop) and have the system reset. Don't be surprised when they try to hit you for another 250 or so to replase a sensor or something. It's a real rip off but they know that they have the only machine in the area. So they feel confident that you won't be able to catch them. Mark your sensors with paint before you go in. Then other control parts are inside the dash and they aren't going to go after them. The paint could convince them that they aren't playing with some dummy.
