It's either a faulty rheostat or bad bulbs. Before you go tearing into the facia panel I would try and just remove the rheostat from the picture by temporarily taking the 2 wires that go to it and connecting them. If your facia panel lights work then, you know you need a new rheostat. If that doesn't fix it, you need to change the bulbs, although you can do it without fuly removing the facia panel (pain in the neck with those loooong screws). Remove the radio and the 4 push button switches below the temperature control knob (AC, hazards, recirc, defrost; they all just pull out and disconnect). With one hand through the radio opening and a couple fingers through the button holes, you should be able to change the bulbs.
