Ok, if there is no voltage to the O2 heater, the LH will never go into closed loop mode at idle (not enough heat to make the sesnor work). Get the clip lead like KeithR suggests. Clip one to ground on the block, or somewhere with a bright metal and the other end to the - lead on the meter. Touch the + lead to the battery + to make sure you have a good ground. Now check each of the pins on the CAR side of the O2 heater plug. One of these is supposed to have 12V. If not, you need to find out why. Once you get 12V here, check to see that there is continuity (ohms read very low - use both pointy leads on teh 2 contacts on the plug with the meter set to ohms) on the sensor side of the O2 heater plug. Good luck.
