Can brake booster cause a vacuum leak?

88 900TC 5spd, idle dips about once everyother second when the car is warm but never dies. Idle also drops down to about 450-500 when coming to a stop but never dies. I suspect the booster because after the car has been sitting a while when I hop in to go somewhere there is no brake pressure until I start the car. I have no problem stopping though. Any advice on how to test or fix the problem?
