Can't get timing marks steady

Checked timing after replacing distirbuter the other day and found the timing marks are jumping all over the place. I changed plugs wires and the distributer out agian with my 9000t and that didn't do anything. I don't think there is a problem with the light. Maybe the reason I get surging power under boost? Could be flipping from 10 degrees retard to 4 and back agian - who knows? I started pulling off the ac compressor and lines (to check tensioner) but it got to cold here - I'll finish tommorow. I just wonder if it's worth it seeing as the car only has 83,000 miles on it. Would the fact my hall sensor plug wires have been spliced and rewired matter. They are taped up and making a good connection as far as I can tell. I am just not sure what else to check and I think this problem is linked to my surging pull under constant boost.
