900i '86 - refuses to start - Please Help !!!!

The story so far. Revs would die and tach needle dropped to zero and then engine dies, would restart occasionally but sometimes not. Replaced coil with another "high powered" bosch unit (advice of mechanic), also replaced ignition module (is this what you guys call the ignition amplifier ?) Car would start every now and then but started very badly and ran roughly but then refused to start . Also changed spark plugs, rotor arm and distributor cap and HT leads, still no change. Stripped cylinder head and rebuilt head, ground valves etc. Replaced head gasket, exhaust gasket, inlet manifold gasket. Reassembled - still no change (head gasket was defective as it happens)
Changed entire distributor to eliminate hall effect from equation.
Symptoms now -
1. very weak spark,
2. Tons of fuel,
3. Compression checks out
4. Timing perfect.
5. 10v at the hall effect connector
6. primary resistance on the coil 1.4 (book says between .4 and .8 but maybe the high power coil is different (?) )
7. secondary resistance 7.5k ohms - checks out as the book says.
8. tried jumping the ignition amplifier relay - no change
9. tacho bounces about a millimetre so I guess the hall effect checks out.
So what now? Why the weak spark ? We are running out of ideas.
What does the ignition amplifier relay do?
How do we check out the ignition module ?
Its a 900i built and living in Sweden on 170,000 k's (115,000 miles)
