If you disconnect the vacuum line from the wastegate, does your boost go very high? Be careful and don't drive at full boost! If boost does not go way up, your wastegate is stuck open.
Do this when engine cold!! You should be able to move the wastegate rod back and forth, while it is connected. There will be some resistance due to the spring in the wastegate controller. If you can't move it, disconnect the rod from the wastegate lever itself. The wastegate lever should move freely and seem loose. If not, spray the point where the shaft enters the turbo housing with WD40 or penetrant and free it up. If the shaft is jammed and you can't move it, I would get a good used turbo unit, wastgate and turbo. Same reco if the wastegate controller/diaphram is immovable. Replacing the wastegate unit separately is not worth the trouble.
