I'd get one of those propane-tank fired infra red heaters. They bolt directly onto the propane tank and can heat a garage. Not open flame, some type of catalyst grid, but probably not safe around gasoline...hope you don't have fuel leaks!
If you're working in the open (brrrr), build a tent/enclosure using PVC pipe.
