I know it's the heater valve, but....

it was replaced a month ago before I picked the car up in Florida from my dad. As far as I can tell it is leaking coolant from the top of the valve where the white plastic gear and tab is located for the heater control. The heater control knob turns the gears just fine, as I can turn off the heat and turn it back on. The heater core does not appear to be leaking. This started to leak after I replaced the thermostat because of no heat. The mechanic replaced the radiator at same time as valve, but didn't think to check the thermostat that had been jimmied permenantly open.
My questions are:
1. Can this be leaking due to something stuck inside, that taking it off and cleaning it out will fix?
2. Or is this a defective valve (pain to get any refund since the "mechanic" is in FL and I'm in MN).
3. Can I try using Bars Leak to see if that seals up the leak?
