The hooter valve (yes, the turbo bypass valve) actuates only when you are driving under boost, then let off the gas quickly. The valve opens up and routes the pressurized air from the output of the turbo back into the intake. Otherwise this column of pressurized air would hit the closed throttle plate, and the resulting pressure wave can slow down the turbo and cause other issues.
So the hooter valve shouldn't be operating when you're driving at constant throttle. I suspect you're hearing something else entirely. Since you're driving near a wall, you might be setting up some interesting aerodynamic flutter effect. But I don't think it's the hooter valve.
