I believe Paul is correct, and the manual recommends replacement at 11 mm extension. But it isn't replacing the tensioner - it implies a worn chain.
I don't like using the tensioner extension as a measure - I like lining up the timing marks. I don't know an exact spec, but 4 degrees seems to be far too much. I can think of two possiblities here - either you jumped a tooth, or the chain is very badly worn. Neither is good.
As the chain wears, it 'stretches' The pins in each link of chain get a little thinner, and the holes in the links get bigger. This little bit of slop in each link and pin adds up to a longer, 'stretched' chain, and that shows up as a mismatch between the cam alignment marks and the flywheel setting. A worn chain is in danger of breaking, because those contact points (pins and links) are thinner than new and scored.
In your position, I would replace the chain. I wouldn't do a roll-in job; I would remove the timing chain cover so as to replace all the guides. Install a new chain tensioner at the same time.
