As I have answered before. On the back of speedocluster, right behind temp and fuelgauge is two 7mm ground nuts. They are not tighten enough from the factory and after years of vibrations comes loose and the ground for gauges goes bad, making the gauge show a lower value than it should.
By reaching in with a 7mm wrench and tighten those nuts, you will see both the temp and fuel gauge showing almost 1/4 higher readings and the fluttering fluctuations going away.
I do this on every car that I replace fanswitch and thermostat on just to make sure the temp gauge shows the proper reading.
