Actually, that entire cable length is mounted tight along the engine compartment chassis leading to the hood latch itself. Those mounting points provide the proper tension. If you've had work done recently and somebody didn't secure the cable back in it's original place, or one of the securing brakets broke or stretched, then that would lead to what you're now experiencing. In my car the cable is run behind the top intercooler shroud with no mounting (the IC was custom intalled and the shroud needed the hole where the cable braket used to be). If I remove the shroud and don't re-secure the cable, it has that much extra play in it.
