Check the ground just behind the radiator on the lower cross member on the battery side. There are about 5 wires attached there. Disconnect the negative battery cable, then pull off the bolt that holds the wires to the crossmember. Clean everything up well, reattach the wires with the bolt, reattach the negative battery cable, and see what happens. I doubt if it is the solenoid.
It could also be a dead battery that has enough juice to light lights, but not run a starter.
