Are the rear brakes the same as my '89? If so...
Open a window, lift/support the back of the car, remove wheels. Check the cables down at each rear caliper - they should have some slack. Note the position of the lever (which the cable is attached to). You should be able to turn the brake rotors by hand, then pull those levers & lock the rotors to check the parkbrake.
Reach in the window, pull up the handbrake lever. Now the cables should be tight, the levers will have moved. If the cable didn't get tight, then they are stuck; replace them. If the cables got tight but the levers didn't move, then the caliper is the problem. Rebuild or replace them, depending on how much work you want to do yourself.
I've had pads worn down to almost nothing, but the handbrake still worked, so that's why I'm not guessing that.
