Seems cheap to me for all that! I dont know what his shop rate is but if he will guarantee the work and really knows SAABs your getting a deal.
If you intend on keeping the car "forever" and the engine is strong I would replace the cam chain guides in addition to the chain. If the tensioner looks good go with it since it is easy to change at a latter date if need be. From what I have heard the valves don't seem to be a problem area with the 2.1l engine but if you are high mileage 150k+ I might consider a complete valve and guide service. I would hate to go through all this again if another valve gives up. I am curious why you are having valve problems to begin with?
I just went through the head gasket r&r with my 92 900 at 91k with a car I just bought. The mechanic whom I respect his opinion didn't think either the chain or the guides were worn or in need of replacement at the moment but if you intend on trouble free mileage for another 100k miles I think its money well spent.Additionally if you have not replaced your front crank seal this might be a good time.good luck jk
