Chances are there's a gucky mixture/deposit about 1/4" thick on the bottom of the reservoir. Be very careful taking off the hose clamps/hoses on the reservoir...the nipples break easily after 10 years (don't ask).
I cleaned mine out with mineral spirits and wiped it clean, then flushed the system with the return hose in a bucket and pouring clean synthetic amsoil atf in the reservoir (plug the reservoir return nipple). I only did this on the saab--took almost a gallon but then the engine idling REALLY pumps it out fast...I flushed the volvo p/s unit with the baster method...took about six pints/flushes to get the volvo unit clear, turning the wheels lock to lock with each pint/flush. Your choice.
