There should be a copper tab from the side of the starter motor to a terminal on the solenoid. About an inch from the battery cable to the solenoid.
Try shorting the terminal from the solenoid to the starter motor...if the starter doesn't then you'll have to remove the starter and probably replace the brushes.
There's a whole school on what to do when brushes are replaced on starters/generators (i.e., surface/not surface commutators, undercut commutator bars, yada yada yada) but you can probably just replace the starter brushes. I would check/grease the front and rear bearing on the motor and perhaps replace the starter drive (the gear that slides back and forth on the shaft with its overrun clutch). Aw heck...just slap in a rebuilt starter and be done with it.
